While there are many different tricks and  techniques for accelerating hair growth, the only true secret to growing out your African textured hair is time.
Hair grows on an average of a half an inch per month, that is 6 inches per year. That remains true for European, African and all other hair types.
Here is where the African textured hair struggles in the whole "growth" area.
The scalp produces its own natural oil called sebum. This oil is a natural moisturizer and adds protection to your hair strands.
Afro textured hair is kinky, full of coils, and tightly curled in some cases. However you choose to describe it, our hair is not  straight. The twist and turns through out the hair strand prevents the sebum from traveling down our hair shaft.
This problem leaves the afro hair unprotected and dry.
Just like a dry leaf, when you touch it, it crumbles. Our Afro hair does that. When its combed, brushed, pulled, snagged, leaning back on your car seat, rubbing against your clothes, dry hair is always breaking.
Maybe you don't notice the broken pieces of hair in your bathroom sink, T-shirt, or floor.
But it's breaking, in most cases  at the same rate it grows so you never have a chance to realize your hair is growing.
Once you understand your hair is growing, you are able to deal with the real issue, your breakage.
Length retention, the ability to retain length.
You are now educated enough to realize asking "how can my hair grow?" is like a child asking "how can I grow up?". It's nature and it will happen on its own. You should now ask, "How do I retain length in my hair?".
With proper hair care for natural hair, a consistent hair care regiment, and of course a double dose of patience and your hair will retain length. 
Now if you are someone like me and you wish to retain a lot of length, then you need self discipline.
I am strict with my proper hair care routine. I am very consistent with my hair care regiment. In addition, I use tons of protective styles as well as low manipulation styling.
When you become self discipline, form a solid regiment, dealing with your natural hair is a breeze.
Now all you have to do is be patient. A watched pot doesn't boil.
